I've always thought that any good mpeg2/ac3 encoder wouldn't be able to do that on the fly (i.e. while the video is captured for example from a DV camera).
Typically, what you do is capture to avi on you hard drive, then encode.
TMPGEnc is a good encoder but it's not free. Plus if you want AC3 you have to buy an additional plugin.
I don't know of a 1-click free solution for AC3 encoding...

OK then if your capture card output MPEG2 video (it HAS to be MPEG 2 - not 1 for example) then you can inport that in any authoring soft, like TmpGenc DVD Author.
