Hi new new,

is there a program to make menus for dvd files, i have one right know but its very simple Tmpgenc dvd author 1.6. Is there one that lets you put menus with music and video backgrounds like real dvd's.

Sure you can. Simply click on the "Help" dropdown menu and select the word "Menus" to see how you can easily do this...
