DVD Authoring with Subtitles

Could someone tell me which of the DVD Authoring tools allow you to add subtitles to your movies?

And also is there any program that will let you just create your own menu and link it to VOB files that you already have?

I've actually already got it now. I just forgot to say here. I carried on testing out every program I could get and found it. But thanks for answering anyway
