Is there a way to add chapters to mpegs downloaded from the net when you use nero to make a dvd video out of them? When you find a tv show you missed and download it as an mpeg it's always just one long chapter.

You need a DVD author program to add chapters and author DVD your .mpg files. You can try TMPGEnc DVD Author's free trial from the link:
