AVI to DVD

Basically I'm tasked with having to convert 2 to 4 GB or so AVI files to a DVD playng fromat with menu options. The goal is to create a DVD that can be played on a free standing DVD player. The menu goal will allow the end user to select from a series of compiled scenes to make a single continuos playing scene. The scenes do not need to be seemless. The goal is to be able to excercise in front of a TV type screen and watch virtual scenes of hills and so on. What kind of equipment and software would I need to perform such opertion.

There are dvd burning tools---however I'm unsure if they will allow you to create menus (such as NERO or EASY CD CREATOR PLATINUM).

I think proffesionals use something like 'scenarist' (don't even know the spelling )
