DVD Frame size

Why is it that every single DVD authoring program I have tried out only allows you to make a DVD in 720x480. The DVD spec supports 352x240, 352x480, 702x480, and 720x480. I need to use 352x240. I have only found one program that does this. That is Ulead's DVD Movie Factory, which doesn't have as much customization as I would like, like many of the others. Their professional edition does it too but it is wayyy to complex and annoying. I have looked at Sonic's, Cyberlink's, Pinacle's . . . AHHHH! Different frame sizes is the best part of DVD!
