It is easy to import a clip in PgcEdit, but the clip must have been correctly authored as a DVD Title. Furthermore, the whole Title domain is imported, so you have to be sure that the Title you want to import is alone in its domain.
Note that you can only import a Title. It's not a menu.
You can also easily modify a still menu background with VobBlanker. But it is not easy to modify the buttons.
IMO, it is really difficult to create animated menus from scratch. You have to build a video clip with an application like Adobe Premiere or After Effects, and create the buttons with a DVD authoring program like DVD-Lab Pro. Then, you should be able to import the menu in your compilation with PgcEdit, but you will have to modify the VM commands slightly, and that requires a good knowledge of the VM language.
It's a professional, time consuming and difficult job. If you are interested, look at the DVD-Labforums...

Easy now. I wasn't implying I wanted everything to be free. I just have my limits. I live off a disability check so I'm on a fairly tight budget.
I just bought DvdRemakePro for $50 and Nero 7 Ultra for $80, and I do send donations for the free stuff when I can, so I'm no sloucher.
But $245 for DVD-Lab or $285 for Adobe Premiere or $700 for After Effects is gettin a lil past the hobby status.

But as blutach said, there are even free alternatives (envolving, among others, PgcEdit). But you will have to work harder, since nothing is really automatic.

Just remember, it needs a little blank title in order to make a DVD. Get a blank VOB either from making it in PgcEdit or from BlankVOB on the VobBlanker site.
