I wanted to know how can i make menu with numberical buttons for navigation i.e when i press '1' on the remote an assigned chapter must be played and when '2' is pressed another chapter must be played. please help me in finding a tool to do the same

This is no trivial job. You need to make a menu background and highlights, add buttons and add VM commands.
You might try to get the basics done in DVD Styler (see the sticky for a link) and then switch to PgcEdit for changing the VM commands and moving things around.
