What is the best Effects Program?

The only effects program I know about is Adobe After Effects, any software that's better than that?

It depends on what you are after. I think for what I do After Effects is perfect. It allows you to do many, many things to your footage. I am currently teaching myself 3D animation in Blender3D which you might want to check out. It is very hard, steep learning curve.
