VIDEO_TS and AUDIO_TS Folders??

I have a question that I know someone knows the answer to. If I take a .mpeg file and demux it to get the .m2v video file and m2p or ac3 file for the audio. When the two files are then authored to DVD files you end up with VIDEO_TS folder that has the .BUP, IFO, .VOB files. You also have the AUDIO_TS folder that is empty. Why is it empty, what is the point of it, is the audio in the VIDEO_TS folder, if it is why is there a AUDIO_TS folder that is empty?

AUDIO_TS is there for audio DVDs (in the form of IFO/BUP/AOBs). These never really took off.

Plus and audio DVD can be mastered as a video DVD with a tiny amount of blank video.
