Pal To Ntsc

I got a new DVD movie in Pal and I would like to know if
there is a easy way to change to NTSC .
I wolud like to make the movie DVD NTSC I try
dvd descriptor for rip vob file and merge them after that
I turn the file tu avi then use TMPGEnc to turn into
mpeg2 NTSC but know how I can turn then into vob file
again?

The only way I have found that is easy but lose some quality is connect my apex pal/ntsc with macro off via my ati all-in -wonder thru s video and re-capture using Ulead DVD Factory, It works out well and I can capture in NTSC mpeg-2 dvd template in proper sound sych and all. Author and menus of my own and burn using Prassi
