Extreme Newbie help please

Did your laptop come w/ DVD editing/burning software installed? (NERO, Roxio, etc.) That may be the place to start.

So I can only play dvds not burn them? If so, what is a decent (relatively inexpensive) burner that gets the job done? Thanks
