If I install Nero 7 Premium from a CD. Do I need to uninstall Nero OEM that is on my computer now?

It should work to not uninstall it first. But Nero is Nero so I do suggest you remove the old installation first. There is a good uninstall tool at the www.nero.com site to use.
Then restart the computer and do the new installation.
