Is there a way to burn a DVD with ONLY one VTS_01_1 file?

Hi, for some reason I have this ONE file here (See image) and want to back it up on DVD but cant cause it lacks IFO/BUP/etc.

I made copies of the VTS and changed file ext. to the appropiate IFO/BUP etc and got all error messages.

Also tried to create ISO as well and then burn from that.

Will not play and says incorrect disc.
Used Image Burn and Shrink to make ISO for that.
