Failed to Burn DVD Shrink and Any DVD

I have an issue
I am running win 7 32 bit 4 gig Mem.
any dvd and dvd shrink fail to burn a standard or any dvd
I have the error info attached

Please help I have an HP desktop
Pent duo-core 2.8gig
tons of disc space
I have tried rip to disc and burn from there no luck same error
Is there an issue with Sata all my other stuff was IDE my cd and dvd roms are sata now.
Pease help if anyone knows of this issue lets try to work it out
