Looking for software that can read scratched dvd....heard there is one in existence.....anybody knows?

Have you tried a dvd/cd scratch remover? I bought one at an electronics store - it's a pasty stuff that you put a few drops on and kind of like car wax. You wait for it to dry after you rub it in from the inside middle toward the outside rim (NOT in circles around the middle!) Then you wipe it off when it dries, the same way from center to rim, and USUALLY it enables the dvd or cd to play. I've actually had more success with it with dvd's than with cd's.
