Novice needs help with samsung 616

Having only recently bought a Dell Dimension 4400, I now find my DVD ROM drive locked on zone 1...not much good in Switzerland.
Its a Samsung SD 616 and the computer also runs POWERDVD 4.0

Is it a hardware or a software problem?

Can anyone provide PRECISE instructions on how to download, load and use the correct hack...as I am a bit of a novice.
