TV-Out on a ge-force 2 MX400 card

hi.
first of all sorry if this post is in the wrong forum im knew to this and pc to tv.
how do i get the card to show the desktop or what ever on my tv. ive tried going in properties and selecting twin view but it says its disabled and i cannot select the output device either. what am i doing wrong?

[Easier Way?]

Select and then restart windows (play with the tv/vga boxes, it is a bit hit and mis). Similar resolutions and refresh rates make things easier on resources and performance.
