Slow & Choppy playback on PC

It has come to my surprise that my computer has trouble playing DVDs. Playbacks are slow and choppy along with the audio.

Windows XP SP2
AMD Athlon XP +1800
512 DDR
Maxtor 80GB HD
Nvidia GEFORCE2 MX 400
Hitachi GD-5000 DVD-Rom
Sony DRU-710A

******** I HIGHLY SUGGEST YOU EXIT ALL UNNEEDED PROGRAMS BEFORE ATTEMPTING A PLAYBACK, BACKUP, OR BURNING!!! (Right click all of the unneeded icons beside your computers clock area and then left click on exit.)********

{Granted, I know you don't have to do this but, it can only help. And you can always get the icons back by rebooting again or starting the programs again}

I'm very quite aware of that, but that does not seem to help much at all.
