Not if they are on actual DVDs (commercial or burned). There are, however, many programs available that allow you to convert DVD movies to a more compressed version, which can then be burned to a CD. But, of course, you'd first need a DVDROM to load the DVD for conversion (or capture the video with your PC from an outside source, if your PC has video-in capability)
DVD drives use a different laser head that can access the multiple depths on a DVD disc and CD-ROm drives lack this head. For this reason, a CD-ROm drive CANNOT access any DVD discs.
