horizontal lines

I have had a problem playing back some ripped DVDs. Most of the time it works fine but on some I get interference looking pictures where it looks like the image is jumping up and down llike the old v-hold setting is off. is this a Region problem?

are you playing ntsc material on a pal set or the other way round?
how was the conversion done?
