Encoding with TMPEG and Authoring

Having trouble with motion and TMPEG encoder. Started using templates but action would sort of blur. The encode plays well on the computer but after authoring the playback on a standalone DVD to TV has blurs in the action. Any Suggestions? Also has anyone used Hueris and Tmpeg for comparison?
