Problems with firmware for Toshiba DVD-ROM SD-C2302 1713!

I downloaded and tried to install it but it keeps giving me this msg:
Hex File Format Error!! Line[1], Code[-1]

After this all I can do is reboot the PC, but according to Drive Region Info the drive is still RPC2.
What does it mean? what can I do???
