Divx to VCD Problems

I need a little help cleaning up the audio and Video on this AVI file. I have tried everything I know using VirtualDub and was wondering if someone would have a suggestion. The video almost looks slow mow and the audio is really broken up. Here is the file info.

Frame size: 352X240 11.98 FPS (83417ps)
Number of frames 36923 (51:19)
Decompresser MPEG-4 Low Motion
Number of key frames 308


Audio Rate
24000hz
2 channel stereo
Compression fraunhofer IIS MPEG layer-3 Codec

Any help would be great thanks

Using VirtualDub, with both "Video" and "Audio" set to "Direct Stream Copy", select "Change Framerate" and enter 23.976Fps. Save with a new filename.

Now when I use TMPGE should I also select 23.976 fps?

TMPGEnc should automatically determine it to be at 23.976fps...


By the way, don't worry about any message you may see during burning that states, This file contains at least one videoframe at 23.976fps" - Virtually every standalone DVD player manufactured in the last two years CAN properly handle it.

Ok so I burned it and lost the speech dialoge and the film appears to be in fast foward. The video is to fast.

Could I have done something wrong?
