PCM to AC3

Anyone know of any software, other than Soft Encode, that can convert PCM to AC3?

Maybe I'm too stupid, but...
I've a JBL Simply-Cinema-5.1-System and a sound card with optical output. Works great, power-dvd runs with all channels. Now I tried to encode wavs to ac3, with soft encode. It seems it works, I can play the file with the creative play center. Everything is okay, except - it's too fast! I changed the bitrate, but it didn't change anything
What's wrong?

Why do you want to do this seta? all I can suggest is pasting
"pcm ac3 convertors/converters" into google and i think you shall find what you seek.
