Decoder Hardware

I have a question. I am running an older system p2 400mhz. Dvd playback is terrible so i thought i might get a card for it, something like all-in-wonder 128 w 16mb ram. That was about top of the line when my system was new. Will this help mpeg 4 (avi) playback?? I like the tv tuner option in the ati video card is there a better one in same price range?? i'm looking at about $40 U.S. on e-bay
