This can be done in VirtualDub if it's an avi file.
Load file in VDub.
Set both Video and Audio tabs to Direct Stream Copy.
Under the Audio tab click Interleaving...[Ctrl+I]
Correct the audio in the Audio Skew Correction field.
Save .avi [F7]
Experiment over and over until the audio and video in in sync.
What if it's not an .avi file? I have an .m2v and an .ac3 file that I'm trying to encode. After burning the dvd playback is out of sync on the tv dvd player.
