Does the 492MB file have a longer play length than the 670MB file?

"670MB avi with tmpgenc converted into 650MB mpg"

All other things being equal, if this was a DivX-compressed .AVI, it would have resulted in an MPEG1 file of perhaps 1.3Gigs...

        650MB plays 0:55 (it is cd1 of 2cd's), and 492MB plays 1:42 (it's full movie).

You're answering your own question. The second .AVI is far more compressed than the first one.

(Therefore, all other things are NOT equal - and the comparison is meaningless...)
