JPG file from DVD still image

Anybody know of a program (preferibly freeware or shareware) that allows the user to take a single frame from a DVD/other movie format and save as a JPG/BMP file?

        "and what about quality loss?"

Since you extract each frame from the movie, the quality remains the same.

It would be much easier to just capture the frame(s) using your DVD player software. To date, I'm aware of PowerDVD and WinDVD posessing this ability.
