No. Mpeg-2 is a codec also known as SVCD, while mpeg-b is sometimes considered to be a video with no key-frames.

That does not seem quite right.

First of all mpeg-2 is not a codec, it's a compression format.
A codec is an implementation of both a compressor and decompressor, for one or more compression formats. The word codec is short for (co)mpressor (dec)ompressor. For example the divx codec implements a compressor and decompressor for part of the mpeg-4 format.

And there is most cirtainly no one to one relationship between svcd and mpeg-2. The mpeg-2 related part of the SVCD standard states that SVCD's must use a specific resolution and aspect ratio, while the mpeg-2 standard suffer from no such restriction. In addition the SVCD standard also defines how the filesystem structure must be constructed, to be a valid SVCD. This is completly outside the scope of the Mpeg-2 standard.

I was simply implying that when some people think of mpeg-2, they relate that to being an svcd.
