video and sound not sync

hi....i'm new here. i'm converting a videotape to vcd. the problem is the sound and video not sync afer convert. i use video format of PAL and convert the video to avi format. im using the tv vision and pv 951 tuner player to capture the video. anyone can explain this?

maybe due to dropped frames while capturing?
