    Assuming that A) you've installed the MPEG2 VFAPI plugin(available at DVD Digest downloads site), which allows reading of MPEG2 files, and B) you are asking about simple MPEG2 files (NOT SVCD-formatted from a CD), the procedure is as follows:

    1) File>>MPEG Tools>>Merge&Cut
    2) Set mode to MPEG2
    3) Load your file
    4) Doubleclick on your loaded file name
    5) Move slider to desired ending time point for first half
    6) Click on "}"
    7) Enter new name for output of part 1 file (e.g. "Part1of2MPEG2.mpg")
    8) Press "Run"

    9) Again, doubleclick on your loaded file name
    10) Copy time from right side box to left side box
    11) Move slider to far right end
    12) Click on "}"
    13) Enter new name for output of part 2 file (e.g. "Part2of2MPEG2.mpg")
    14) Press "Run"

    Let us know of your success ;>}

            Go take a look in the post where i posted two screenshots
            Talk about the AVI file container, and the Divx/Xvid codecs that are most commonly found in AVI files

            To install the plugin you must double-click on the TMPGEncVFP_Install.bat
