Snap shots....

I am trying to find a good program who can handle big and small files and to help me snap good quality shots...

I am wondering if there is any option to increase the pictures quality out of the compressed file....

What exactly are you trying to achieve? Most programs, including Window's own Paint, can handle most types of picture size. As of getting good quality snap shots, that depends largely on the quality of the camera (assuming you were not talking about capturing pictures off the desktop).

Nope. There is no such thing as increasing quality.
