Bitrate for best SVCD quality

Hi,

What bitrate should I use for best SVCD quality?

I know that the maximum Video is 2600 BUT should I use VBR or CBR ?

My source is VHS/television .

max is 2500 use vbr as it will somwhat do better for filesize. though u can do cbr , hav'nt tried myself so check both with small say a min video to see any video quality difference if any.
