If your PC has video-in capability, the first step is to hook up your VCR to your computer and capture the video. Then you'll have to use a DVD authoring program to convert it to appropriate format and configuration - and then you'll have to burn to a writeable DVD, assuming that you have a DVD burner as part of your setup.

Or you could use an outside service...
