TV Out and AC3..Two problems, unrelated

I made this video that I want to put on VCR tape. When I play it the sound and desktop and everything else comes out but not the video. I've tried BSPlayer, Windows Media 9, and ATI File player. My video card is a Radeon 9800 Pro. What am I doing wrong?

Oh and as a side note how do you decompress video with the AC3 codec so make an SVCD?

Somewhere in the darkest corners of the ATI menu structure you should find a page with both screens represented. Experiment with the primary and secondary display buttons.
Providing you have an AC3 codec you should find VirtualDubMod or similar should convert your video into an appropriate format for SVCD. You'll need to set what you want the video and audio streams converted to and then save as.
This isn't a learning curve ... this is b****y mountaineering!

virtualdub(mod) wont help in this case

use tmpeg or cce for converting the video and besweet for the conversion from ac3 to mp2
