avi QUALITY to DVD quality? TMPGEnc

Is TMPGEnc the best software out now that people can use to convert avi. to MPEG2.....What do i need to do to, fix the poor quality of avi format. I tryed using the standard format and then a custom template, but it still look ****ty. Still has the ghost look, and a home video look...Please help, and yes i am a neebie to this forum, but preciate the help....

Mainconcept for speed and quality. Garbage in garbage out. IMO it's hard to improve the quality of the original. Not saying it can't be done, but I've yet to have any luck improving the quality. Good luck.
