They sound like SVCD files which if standard mpeg2 should convert readily if needed.
CUE and BIN are file image components for backing up.
Your mpg's should play in a player such as WinDVD/PowerDVD/Windows Media Player and should be portable enough without making images.

Sounds like your dvd player can't play svcd video. There is a header trick you can do so that your dvd player will read the video as a compliant dvd file. Check here www.videohelp.com in the dvd player section to see the compatibility of your dvd player. Do a search for the header trick. Their is a tool I used the other year, but can't remember the name. I d/l'd it from the tools section at videohelp.

Not sure why you think you need a cue and bin - they are for drive image backup as I said earlier, not SVCD.

oh okay i guess i fully don't understand what the bin and cue are for, i was under the impresson that all mpeg file needed to be in a bin and cue format so it can be burn to play on a stand allone player. ill try burning it again, the file that i download as it is and see what happends.

THANK YOU VERY MUCH FOR YOU'R TIME!!!!!!!!!!!!!
