Is there anyway to choose the audio quality when converting vob's with DVD2AVI. I keep getting 320kbps when I only want 128kbps can I change it or do I need to use something else?

dvd2avi cvan demux/decode audio streams but for changing bitrates you will have to use a proper audio tool.

otherwise try vob2audio for sound extraction. you can specify the ouput format there!

You can load the resultant .AVI into VirtualDub and change the audio (format, rate, whatever) to your heart's content.
