"Can any one suggest how to convert jpeg to m2v and multiplex with audio"

Use "TMPGEnc" (or "TMPGEncPlus") to convert the JPEG file to compliant MPEG2-for-DVD format (and multiplex with the audio) - Use "TMPGEnc's" DVD wizard/template to accomplish this.

"for creating DVD menus on Windows?"

Then use "TMPGEnc DVD Author" (Different than "TMPGEnc" and "TMPGEncPlus") to easily create the menu format you've described.

VCDEasy to make jpg into video (there's still a free version), or GIMP for windows (I think it works).

          My question is simple:
          I have all ingredients (.jpg,.png,.wav)for creating a DVD-Menu.
I want to do that from command line.
For that none of the above tools are useful.
          Shame!!

You didn't say "command line" anywhere in the above post.
            We're supposed to guess?

              "Shame!!"

You've altered your stated needs with each sequential post you've made to this thread (One could speculate that you're playing a game ;>}). Your first two posts have been accurately responded to.

Perhaps some other poster will be willing to "play with you" further...

                  Hi,
Is there any command line utility which converts bin/cue to cd-writable iso format?
                  Expecting a reply
