no difference, but i suppose if the file needs editing of streams, or audio video compression changes file splitting etc. this depends. vcd's can be burned directly from mpeg-1, while to take that same avi to dvd compliant form you need to create it in mpeg-2.
at the same time some dvd players will play divx files in their data form.

If you're wanting to make them dvd compliant all of the above basically involve the same process of converting them to a compliant dvd mpeg 1/2.
As columbo stated some dvd players will play other formats. Look here in the dvd player section to see what format/s your player will play. www.videohelp.com
