subtitles mpeg

someone can tell me if is possible extract subtitles from mpeg movie?
i have some file in mpeg format with subtitles in foreign language, i wold like to extract, translate and reinsert it!!!!

If the subtitles are merged with the mpeg file, you're out of luck. The only way left would be to read and copy down the subtitles, and mark the time of appearance of the each of them. Sub-station Alpha will allow you to make a subtitle script. However, note that this is manual job and very tedious. Few people are willing to do the job of timing.

Learning a new language would be a far more tedious process though.
