If you are looking to convert MPEG-2 to DVD, see here. Rather unforuntately, the + version is not free.
You will also need to author the disk afterwards (some folks prefer TMPG DVD Author (which is also not totally freeware)), but this can be accomplished yourself with things like PgcEdit (freeware).
