The tool ist "normalize". You will have to save the sound first to PCM-wav (by using VirtualDUB). Then use the normalize-tool. After normalizing you will have to reencode the audio to mp3 (use VirtualDUB again).
You can use virtual dub to raise the volume as well. In the audio tab click on volume-- adjust volume of audo channels. Go with 200%. You'll have to full proccess the audio before you can adjust. Set the compression and save.
