how do I record a DVD so that the viewer isn't allowed to fast-forward or skip?
You will have to use a good Dvd authoring program like DVD lab pro, using that you can apply the PUO's (prohibited user operations) on your video streams.
Try it out, its a fully functional 30 days trial, but buy it if it meets your requirements.
