Adobe Premiere Pro 1.5 - Video to DVD Question

This is my first post to this forum so I want to thank you for reading my question.

From what I've seen when saving an edited movie on Adobe Premiere Pro 1.5 to DVD - even at the highest setting, the quality of the file is not good enough for broadcast television.

For example, I had a 1:35 second piece edited at a professional editing studio. The resulting DVD file was 1G (it looked great). When I try to produce the same on Premiere, the best I can get is about 250M (looks terrible).

Is there a setting in Adobe Premiere Pro 1.5 that can produce broadcast quality?

Or, is there some other way to achieve broadcast quality on DVD?

I shoot with a Sony PD-170. The finished product gets shown on television news.

    Thanks,

    Paul
