I found three empty folders can I delete them will no ill effects?

I have found three empty folders at the following locations, I have no idea how they got there, can I delete them with no ill effects?

    C:\documents and settings\user\user data\12LC56XC
    C:\documents and settings\user\user data\P819A78D
    C:\documents and settings\user\user data\ZHSX3ClE

In general, can't I delete anything in the user data folder without any ill effects? Wouldn't restarting the program put the necessary data back in place? I am thinking it is the remains of software programs that I have removed some time ago.

Probably these are temporary folders generated by some software.

To be sure, try to use the clean tool of windows.

Right click on C: drive and select "properties" and then the "Disc Cleanup" button

Another thing could be right click on these folders and see the date when these was created. If you see that are really old, maybe can be deleted safely.

A suggestion. Don't delete them definitely, but move them in the recycle bin for a while. If you don't see any "collateral" effect, then delete definitely.
