Need help to understand

I have couple questions. Could some one help please?

1. Do I need to format DVD +RW before using it? (because CD RW is required to format before it can be used)
2. I have a stand-a-lone DVD player/recorder with hard drive. I record a soccer game (Germany vs. Argentina) from TV in the hard drive. What kind of software(s) that I need to use so I can copy that game to my computer, clean it up (commercial), then burn it to DVD.
