VOB excerpts to CD-R

Question to Experts: if I want to extract the best scenes of a DVD in DVD format (VOB) and burn these scenes merged together as
1 VOB file on a CD-R, which tools do I need for that? I only want to playback these excerts an PC in best quality and I think my WinDVD can do that from a CD-R.
