AUDACITY is a very good freeware audio editor - maybe it suits your needs

You can use FlexiMusic Wave Editor for editing audio, its giving a good fidelity of an audio after editing and it is a good software for complete novices.

Many video editing programs have audio editing features/effects. Just don't use Pinnacle. They are terrible... especially working with audio.
